The Small Business Service, Phoenix Fund, has provisionally agreed a loan fund of over £500,000 to set up a Community Development Financial Institution (CDFI) to assist Social Enterprises, Start ups, New and Existing small businesses in Gloucestershire. Real help where business need it most. (March 2003)

AN INCLUSIVE APPROACH TO BUSINESS (GLOBES)
The Sheriff and Deputy Mayor, Mrs Carol Francis, officially launched the Gloucestershire Local Outreach Business and Enterprise Service (GLOBES) at the Gloucester Guildhall on Tuesday 5th March 2002. The Sheriff and Deputy Mayor welcomed the additional resources that the GLOBES project would bring to bear on new and existing businesses in Gloucestershire.
Howard Francis, Project Manager introduced the programme for the meeting and explained the reasons for the project and how it had come about. The project is funded by Phoenix Fund through the Small Business Service. The project is based at the Barton Enterprise Centre and is managed by Barton & Tredworth Developments Ltd.
John Harper, head of the Gloucestershire branch of the Princes’ Trust welcomed the launch of the GLOBES project commenting that his organisation looked forward to working with the GLOBES team, helping young people to convert their business dreams into reality.
An illustrated presentation by Steve Hoare, Business Development Officer was given, demonstrating the need for additional resources to support new and small businesses. This referred to some of the barriers encountered by potential entrepreneurs, particularly difficulties caused by lack of information, real and perceived cultural barriers and limited aspirations.
The GLOBES project places great emphasis on outreach into the local communities, one to one personal support and easy accessibility. Most of the work of the project team is with drop-in clients who may have been referred by other agencies or simply have heard about GLOBES from others in their community.
The event was attended by over 50 invited guests representing the business community, the local communities, local councillors, and members of various projects and support teams.
The other members of the GLOBES Team, Martin Wallace, Development Outreach Worker and Mo Murtagh, Training and Administration Officer, were assisted with the programme by Leanne Mitchell, a member of the Enterprise Centre reception team.
The meeting closed with a short question and answer session.
